What Is Liquefaction?
During strong earthquake shaking, some California soils temporarily behave like a thick liquid. Homes built on that ground can settle, tilt, or crack โ which is why liquefaction zones are mapped by the state and disclosed in every California sale.
What Is Liquefaction?
Liquefaction happens when loose, water-saturated soil loses its strength during an earthquake and starts to behave like a liquid. In normal conditions, sand and silt grains rest against each other and carry the weight of whatever sits above them. When seismic shaking rattles those grains, the water trapped between them comes under pressure, the grains lose contact, and the soil momentarily flows instead of supporting load.
The results at the surface are distinctive: buildings sink or tilt, foundations and slabs crack, buried tanks and pipes float upward, sand and water erupt through the ground in "sand boils," and level ground can spread laterally toward a nearby channel or shoreline. The structure itself may be perfectly sound โ the ground underneath it simply stopped behaving like ground.

- A shallow water table โ typically within about 50 feet of the surface.
- Strong, sustained shaking โ magnitude and duration both matter.
That combination is common along California's coast and bays, on historic filled land, in river floodplains, and in valley areas built on young alluvial deposits. Liquefaction was a major driver of damage in the 1989 Loma Prieta earthquake, particularly on filled ground in San Francisco and Oakland.
How Does This Affect California Homeowners?
Liquefaction is a real-estate issue as much as an engineering one. Under the Seismic Hazards Mapping Act of 1990, the California Geological Survey maps zones where liquefaction is likely, and a seller must disclose when a property falls inside one. New construction and significant additions inside a mapped zone generally require a site-specific geotechnical investigation, and local building departments can require mitigation such as deeper foundations, ground improvement, or drainage work.
For buyers, the designation affects budgeting more than habitability. Standard homeowners policies exclude earthquake damage, so liquefaction losses fall under separate earthquake coverage โ and premiums reflect soil conditions. Lenders rarely block a purchase because of a liquefaction zone, but appraisers and inspectors will flag it, and buyers frequently ask for a geotechnical review during their inspection contingency.
